Abstract

The political role of mass organizations (Ormas) in Indonesia has evolved significantly following the transition from the New Order to Reformasi democracy. This study examines how Ormas navigate their roles as interest groups and pressure groups and how these roles affect democratic consolidation. Using a qualitative approach, the study analyzes secondary data from 1998–2025, comprising academic publications, government documents, and national media reports. Data were examined through qualitative thematic analysis and interpretive cross-source comparison, with preliminary findings validated through an expert-focused group discussion. The findings show that Ormas do not function as fixed types of interest or pressure groups. Rather, they shift between interest representation and political pressure as different modes of political action, depending on political access, issue salience, perceived threats to organizational interests, and organizational survival. While these strategies can strengthen civic participation and democratic representation, state accommodation and co-optation may undermine organizational autonomy and transform Ormas into instruments of political mobilization. The study argues that democratic consequences therefore depend on the interaction between organizational autonomy and state–civil society relations. Strengthening the democratic role of Ormas requires transparent regulation, greater financial and organizational autonomy, and stronger civic and political education to enable them to function as independent channels of representation and counterbalances to political power.
